Pemberdayaan Masyarakat Melalui Program Pkk Sebagai Implementasi Pendidikan Kewarganegaraan Di Tingkat Desa
Abstract
This study examines the role of the Family Welfare Empowerment Program (PKK) as a vehicle for civic education implementation at the village level. The study was conducted in Purwoasri Village, Purwoasri Subdistrict, Kediri Regency, using a qualitative case study approach. Data were collected through in-depth interviews, observation, and documentation, then analyzed using the interactive model of Miles and Huberman, and validated through source triangulation, technique triangulation, and member checking. The findings show that programs under Pokja I to Pokja IV contain three dimensions of civic education, namely civic knowledge, civic skill, and civic disposition. The community empowerment process runs through the stages of awareness, transformation, and capacity improvement, and produces positive impacts on women's participation, family welfare, and civic awareness among villagers. Support from the village government and collaboration among stakeholders act as the main supporting factors, while limited administrative capacity and cadres' understanding of the civic dimension remain obstacles. These findings confirm that PKK can function as a non-formal civic education institution at the grassroots level.
